Pennsylvania online gambling tops casino floors in FY 2025/26

The Pennsylvania Gaming Control Board reported total regulated gaming revenue of $7.01 billion for Fiscal Year 2025/26, including a record $3.10 billion in tax collections. Combined iGaming and sports betting revenue reached $3.60 billion, or 51.3% of the total, surpassing retail slot and table game revenue for the first time.

Online casino gaming was the fastest-growing segment. iGaming revenue rose 18.4% year over year to $2.93 billion. Annual online casino revenue has increased from $240.9 million in Fiscal Year 2019/20 to $2.93 billion in FY 2025/26, a gain of about 1,118% since the launch of iGaming in 2019.

Hollywood Casino at Penn National Race Course, which hosts DraftKings Casino and BetMGM Casino, was the largest iGaming operator with $1.13 billion in revenue. Valley Forge Casino Resort, home to FanDuel Casino, reported $811.8 million, and Rivers Casino Philadelphia recorded $464.3 million.

Several licensees exceeded the statewide iGaming growth rate. Harrah’s Philadelphia’s online partners, including Caesars-branded products, posted a 40.3% increase. Mohegan Pennsylvania’s online revenue rose 51.2%, and Presque Isle Downs, which hosts bet365, increased online revenue by 124.0%. By contrast, Live! Casino Philadelphia’s partner PlayLive! Casino saw iGaming revenue fall 52.8%, and Mount Airy Casino Resort reported a 47.5% decline after migrating PokerStars into FanDuel.

Gross sports wagering revenue increased 35.9% to $662.9 million while the total handle fell from $8.72 billion to $8.45 billion. Valley Forge Casino Resort was the largest sportsbook by revenue at $272.6 million, followed by Hollywood Casino at the Meadows with $189.9 million. Hollywood Casino York, operating with ESPN Bet/theScore Bet, recorded a 287.6% year-over-year gain in sports betting revenue from a smaller base.

The Pennsylvania Gaming Control Board submitted comments to the Commodity Futures Trading Commission urging a ban on sports event contracts in prediction markets, arguing those products conflict with state-regulated sports betting and lie outside Pennsylvania’s gaming framework.

Retail slot machine revenue held steady, rising 0.02% to $2.44 billion. Table games revenue declined 2.15% to $908.9 million, the fourth straight annual drop from a post-pandemic peak above $1 billion in Fiscal Year 2021/22.

For the first time, online gambling accounted for a majority of regulated gaming revenue in Pennsylvania. The fiscal year’s reported figures show where revenue increased and which operators led the gains.
