Oklahoma panel advances bill to ban sweepstakes

An Oklahoma House committee voted to advance legislation that would ban sweepstakes in the state after a brief hearing, clearing the proposal for consideration by the full House.

The bill would prohibit businesses from operating sweepstakes that offer prizes through unsolicited promotions. Committee members voted to place the measure on the House calendar so all representatives can propose amendments and vote on a final version.

Supporters told the committee the bill targets companies that use repeated mailings, phone calls or online offers to promote prize contests with unclear rules. Proponents said the measure is intended to strengthen consumer protections for people who receive frequent prize notices and solicitations.

Opponents questioned how a ban would affect legitimate marketing and whether the language could unintentionally cover lawful promotions. Lawmakers also raised concerns about enforcement, asking how the state would identify violations and what penalties would apply to businesses found in breach.

If the full House approves the bill, it would move to the Oklahoma Senate. Passage in both chambers would send the measure to the governor for signature. Lawmakers on both sides indicated additional hearings or amendments could follow as the proposal moves through the legislative process.

Sweepstakes are promotional contests that typically let participants enter for a chance to win without making a purchase.
